Hello David. Many thanks for this. It is like honey to my hurt soul. We are going through a similar situation now to the one you described with your permissive act. It is for the farmers market EcoLocal. After 4 years, the lady sitting in the Economic office of Pretura suddenly has decided to make us eat shit and has found a obscure article in the law 231 which makes us apply for a licence at least 10 times a year, send her vendors lists every week, but not before ”coordinating” these with the municipal food safety department. Plus, they now want every market vendor apply monthly for permits and pay 105 lei/day which would amount to 8,500 lei a year to the mayors office who is spending 0 bani for the public service we have developed. So, this is completely undoable, which calls for either us to give up on the first and only farmers market in the country, or go beyond the local authority, challenge them in court, etc. They do not have a ticket system there, which means we are stuck with the same person, who we know had been bribed before by our competitors. Any tips would be appreciated. Tamara

Hey Tamara! I'm really sorry to hear about this situation. It sounds unfortunately very familiar :(

I can suggest we set up a time to talk under the auspices of the Moldova Small Enterprise Alliance AIM. https://sme.md/en/

We have some resources in the form of a legal advisory system / "First Call" network that will try and connect you to someone that can help. Plus some free of charge legal consulting that you all may qualify for. Drop me a message or give me a call tomorrow and we can see what we can do.

Thanks. That is really appreciated. I am in the UK at the mo but can call you on whatsapp or viber, I think I have your number. We have enlisted some legal advice, however we found that trying to follow the draconic conditions imposed by the municipal regulation is impossible. There must be a solution since farmers markets are thriving in all world capital cities and beyond. Talk tomorrow PM.
